The sailor at the cordon

Constantly in contact, the navy and customs do not always and not always reach mutual understanding. For decades, departmental estrangement has built barriers between them. To overcome artificial obstacles, representatives of the seafarers and the customs service held joint meetings at the basins last year, during which they sought to develop mutually acceptable customs inspection procedures, resolve issues related to the rules and regulations for transporting items across the border, duties, tried to understand and get to know each other better, and abandon previous prejudices.

Skeptics and optimists, each in their own way, evaluated the results of the meetings. Radical progress was hampered by established moods, views, and some outdated instructions. But whatever it was, the goodwill of the dialogues bore fruit. In the context of a frank exchange of views, the following call was made:

— Sailors, we trust you! Don't abuse it, don't let us down!

It originated from the Main Directorate of State Customs Control under the Council of Ministers of the USSR, established in February 1986, which forms the principles of modern customs policy in the country. This task is extremely difficult, and it cannot be solved overnight.

A year has passed since the meetings. The proposals made at them were implemented in ports and shipping companies: not everywhere according to a single plan, but to the extent of activity and efficiency. Therefore, there are still enough reasons for mutual claims. Let's touch on some of them. At the same time, we will agree to sacrifice sensational facts and figures in order to avoid the detective coloring of the conversation. And we will tell it mainly about the relationship between sailors and Leningrad customs.

It was said here at the meeting:

— The creation of a customs administration with the status of a ministry is a revolutionary decision. We are, in fact, starting a new life. For seventy years before that, customs had been "systematically" falling apart.

In the course of "breaking and transformation," the department has lost a lot. He once owned impressive buildings in St. Petersburg, Riga, Sevastopol, Odessa, and other port cities. The functions of the customs were extensive, and its employees included not only officials, but also loaders, cabmen, workers, and technical service specialists. The St. Petersburg branch of this department was assisted by the Baltic Cruiser Squadron, led by a rear admiral, which had a dozen ships with artillery and a good hundred seaworthy boats. In total, there were about six thousand people at the capital's customs office!

Today, Leningrad Customs has about two hundred employees, about half of whom are permanently employed at the port. The working conditions of the fleet and ports have changed, and the functions of the customs have changed, which has largely determined the size of its staff. But even this circumstance does not justify the light-hearted attitude towards the service that has been practiced for many years, as a result of which it has lost its former prestige.

Customs needs to be revived, and this process is gradually gaining momentum. The Leningrad service, which has been given a house with a spacious courtyard suitable for construction, will soon celebrate the housewarming. The customs should have their own boats. And she needs a more solid car industry: the three available cars are not enough to work in the areas of the sprawling port.
